| 低碳城镇化涉及政府、企业、社会组织、公民个人等多领域、多主体跨界治理问题。政府是兼具资源优势和协调能力的统筹主导者、企业是兼顾经济利润和生态环境的互利共赢者、社会组织是兼备道德力量和纽带功能的参与共享者、公民个人是兼有环境权利和消费行为的实践推动者。四方主体在低碳协同治理中既是利益共同体也存在对抗关系，因立场与目的不同面临利益格局偏差、责权边界模糊和信息沟通闭塞等现实困境。积极提升低碳治理效能，发挥各主体协同治理优势，需要完善“政府主导、企业主体、社会组织参与、公民个人践行”的“四位一体”低碳协同治理顶层设计，构建权责明确的低碳协同治理框架，搭建动态高效的低碳信息共享平台，不断推动开拓创新的低碳协同治理实践行动。 |

| Low-carbon urbanization involves multi-field and multi-subject cross-border governance issues such as governments, enterprises, social organizations, and individual citizens. The government is the overall leader with resource advantages and coordination ability, enterprises are mutually beneficial and win-win people who take into account economic profits and ecological environment, social organizations are participants and sharers with both moral force and bond functions, and individual citizens are the practice promoters of both environmental rights and consumption behavior. The four parties are both communities of interest and adversarial relationships in low-carbon collaborative governance, and face the realities of biased interests, fuzzy boundaries of responsibility and power, and blocked information communication due to their different positions and purposes. To actively improve the efficiency of low-carbon governance and give full play to the advantages of collaborative governance of all entities, it is necessary to improve the "four-in-one" low-carbon collaborative governance top-level design of "government-led, enterprise-led, social organization participation, and individual citizen practice", build a low-carbon collaborative governance framework with clear rights and responsibilities, build a dynamic and efficient low-carbon information sharing platform, and continuously promote innovative low-carbon collaborative governance practices. |
