| 流动摊贩存在与文明城市发展之间的矛盾一直是城市治理中的难点。本文以合肥三里庵商圈内疏导区及周边流动摊贩区为研究对象，明确疏导区的设置使得流动摊贩管控有所改善，但由于忽视了非正规经济的特质与优势仍存在诸多问题。本文通过分析城市治理与摊贩特质之间的矛盾根源反思当前困境，试图从政府部门、城市规划者、物业公司及摊贩自身提出多维度共同监管策略，以期为满足流动摊贩的需求提供有效帮助及为新时期的城市治理提供合理借鉴。 |

| The contradiction between the existence of mobile vendors and the development of civilized cities has always been a difficult point in urban governance. This paper takes the diversion area and surrounding mobile vendors in Hefei Sanli'an business circle as the research object. It is clear that the setting of the diversion area has improved the control of mobile vendors, but there are still many problems because of ignoring the characteristics and advantages of the informal economy. This article reflects on the current predicament by analyzing the source of the contradiction between urban governance and the characteristics of vendors, and attempts to propose a multi-dimensional joint supervision strategy from government departments, urban planners, property companies, and vendors themselves, in order to provide effective assistance and help to meet the needs of mobile vendors. Urban governance in the new era provides a reasonable reference. |
