| 基于长三角地区三省一市2010—2019年的统计数据,利用基尼系数和集中系数对长三角地区基本公共文化服务均等化现状进行分析与评估。研究发现,2010-2019年间,三省一市基本公共文化服务发展差距较大,均等化程度较低,但均等化程度呈现波动上升趋势。在实现基本公共文化均等化进程中,长三角地区面临着基本公共文化服务财政供给不足、服务标准不一致、社会化水平不充分、合作机制不完善的挑战。基于此,从精准财政帮扶、引入标准管理、凝聚社会力量、构建文化共同体几个维度,为促进基本公共文化服务均等化提出相应的对策建议。 |

| Based on the statistical data of three provinces and one city in the Yangtze River Delta from 2010 to 2019, the Gini coefficient and concentration coefficient were used to analyze and evaluate the current situation of the equalization of basic public cultural services in the Yangtze River Delta region. The study found that, from 2010 to 2019, there was a large gap in the development of basic public cultural services in three provinces and one city, and the degree of equalization was low, but the degree of equalization showed a fluctuating upward trend. In the process of realizing the equalization of basic public culture, the Yangtze River Delta is facing the challenges of insufficient financial supply of basic public cultural services, inconsistent service standards, inadequate socialization level and imperfect cooperation mechanism. Based on this, the corresponding countermeasures and suggestions were proposed to promote the equalization of basic public cultural services from the following dimensions: accurate financial assistance, introduction of standard management, cohesion of social forces and construction of cultural community. |
