| 本文分析我国城市土地利用中存在的问题,试图从“市场”及“政府”这两种资源配置手段来分析对城市土地集约利用的影响：一方面通过土地市场的建立,构建价格、竞争以及供求机制,通过市场这个“看得见的手”完善土地资源的合理配置,实现城市土地的集约利用；另一方面通过分析政府对管理者对城市集约用地行为决策的影响,通过“看不见的手”进行宏观层面的政策调控。最后以政策科学的相关理论为指导,提出不同程度土地潜力挖掘所需要的政策条件。 |

| This paper analyzes the problems existing in urban land use in China, and tries to analyze the impact on urban land intensive use from the two resource allocation means of "market" and "government": on the one hand, through the establishment of land market, the construction of price, competition and supply and demand mechanism, through the market as the "visible hand" The rational allocation of land resources should be improved to realize the intensive use of urban land. On the other hand, through the analysis of the government"s influence on the decision-making of urban intensive land use behavior, the macro-level policy regulation and control should be carried out through the "invisible hand". Finally, guided by the relevant theories of policy science, the paper puts forward the policy conditions needed for different degrees of land potential excavation. |
