| 本文首先通过层次分析法筛选出淮海经济区的宜居评价指标，其次利用模糊综合评价法确定指标权重因子贡献率，建立宜居城市的定量评价模型。并在此基础上应用多目标不确定综合评价法结合期望值对排名相邻的两个城市进行指标与不确定因素的定量关系分析，最后得到基于多目标不确定因素的宜居城市的排名评价模型。 |

| This paper first screened the index of habitability evaluation of Huaihai economic area by hierarchical analysis， and then used fuzzy comprehensive evaluation method to determine the contribution rate of index weight factor and establish a quantitative evaluation model of livable city. Basing on this，a quantitative relationship analysis of the index and uncertainty factors of the two cities next to the ranking was carried out by using the multi-objective uncertainty comprehensive evaluation method combined with the expected value. Finally， the ranking evaluation model of livable city based on multi-objective uncertainty has been obtained. |
