| 在人口老龄化与少子化加剧背景下，“一老一小”服务需求上升，家庭照护能力减弱，社区公共服务供给不足。社区嵌入式老幼共托通过整合养老与托育资源，契合基层治理转型需求。然而，当前我国老幼共托实践仍面临理念认知不足、空间资源受限、专业人员匮乏、多元协同机制滞后等嵌入困境，服务难以实现与社区的深度融合。为此，本文从制度、专业、功能与空间四个维度提出系统化优化路径，并在此基础上构建了涵盖多元主体参与、服务内容协同与运行机制联动的社区嵌入式老幼共托服务模式，明确了政府引导、社区主导、社会协同的运行逻辑，细化了服务对象、服务内容与实施机制，为提升老幼共托服务的融合深度与治理效能提供了可操作的理论框架与实践方案，为我国社区嵌入式老幼共托服务的理论研究、实践推广及新时代社区治理创新提供参考。 |

| Against the backdrop of accelerating population aging and declining fertility in China, the demand for services targeting both older adults and young children has increased, while family caregiving capacity has weakened and community public service provision remains insufficient. Community-embedded intergenerational care integrates eldercare and childcare resources toaligns with the transformation of grassroots governance. However, current practices face multiple challenges, including limited public awareness, constrained spatial resources, shortages of professional personnel, and underdeveloped multi-actor coordination mechanisms, which hinder deep integration with communities. To address these issues, this study proposes systematic optimization pathways from four dimensions, namely institutions, professionals, functions, and space, and constructs a community-embedded intergenerational care service model featuring multi-stakeholder participation, coordinated service content, and linked operational mechanisms. The model clarifies an operational logic of government guidance, community leadership, and social collaboration, and specifies service targets, content, and implementation mechanisms, providing a practical theoretical framework for advancing intergenerational care and community governance innovation. |
