为通过再开发和空间效能优化,提升经济技术开发区利用效率,构建了涵盖用地集约、生产效益、区位条件、创新驱动、生态友好等多维度的低效工业用地评价指标体系,并采用层次分析法和熵值法确定指标权重。以合肥经济技术开发区南区为例,利用探索性空间数据分析法(ESDA)和线性加权法对该地区的工业用地进行评价和分类。研究表明:(1)用地集约度分布呈“西南高,东北低”模式,高端产业与生物医药行业用地集约性较好。生产效益发展呈“东部高,南北低”分布,汽车制造业和现代服务业经济贡献突出。区位情况整体优良,空间表现为“中心高、边缘低”分布特征,汽车及新能源汽车、智能家电、高端装备制造、集成电路及电子信息等行业对区位要求较低。(2)创新驱动表现为“东西高,中部低”,创新企业分布不均,行业创新差异显著,从产业角度看,电子信息、汽车制造、高端装备和人工智能等技术含量高、研发投入大的产业具有较强的创新驱动力。生态友好表现为“北高南低”,生物医药和高端医疗器械制造业的生态友好性较高。(3)构建低效工业用地评价体系可为工业用地的可持续发展提供思路借鉴及实践指导。并提出了具有针对性的低效工业用地再开发策略建议,包括建立设定产业用地保护区、构建土地全生命周期管理架构等方面。 |

To enhance the utilization efficiency of economic and technological development zones through redevelopment and spatialefficiency optimization, a multi-dimensional evaluation index system for low-efficiency industrial land use was constructed, coveringaspects such as land intensification, production benefits, location conditions, innovation-driven development, and ecological friendliness. TheAnalytic Hierarchy Process (AHP) and Entropy Method were used to determine the indicator weights. Taking the southern part of HefeiEconomic and Technological Development Zone as an example, the industrial land in this area was evaluated and classified using ExploratorySpatial Data Analysis (ESDA) and the Linear Weighting Method. The study reveals that the distribution of land intensification shows a"high in the southwest, low in the northeast" pattern, with high-end industries and the biopharmaceutical industry demonstrating betterland intensification. Production benefits are distributed in a "high in the east, low in the north and south" pattern, with the automotivemanufacturing and modern service industries making significant economic contributions. Overall, the location conditions are favorable,with a spatial distribution characterized by "high in the center, low at the edges," and industries such as automotive and new energy vehicles,smart home appliances, high-end equipment manufacturing, integrated circuits, and electronics have lower location requirements.Innovation-driven development is characterized by a "high in the east and west, low in the middle" pattern, with uneven distribution ofinnovative enterprises and significant differences in industry innovation; high-tech industries with high R&D investment, such aselectronics, automotive manufacturing, high-end equipment, and artificial intelligence, exhibit strong innovation drivers. Ecologicalfriendliness is characterized by a "high in the north, low in the south" pattern, with the biopharmaceutical and high-end medical device manufacturing industries showing higher ecological friendliness. The construction of the low-efficiency industrial land evaluation sys⁃tem provides a reference and practical guidance for the sustainable development of industrial land. Targeted strategies for the redevel⁃opment of low-efficiency industrial land are proposed, including the establishment of protected areas for industrial land and the imple⁃mentation of a full life cycle management framework for land. |
