| 在国土空间规划与乡村振兴背景下，针对村庄规划编制成果与实施上存在的不衔接问题，以舒城县文冲村为例，在“刚弹结合”思维的指导下，从建设用地适宜性、资源价值、市场开发条件、产业不稳定性4个层面，选取30个指标，以适宜性评价为基础构建旅游型村庄规划“点位留白”用地选取模型，得到研究区“点位留白”用地最适宜地块4、地块3、地块6。通过指标体系的构建及结果分析，更好地挖掘乡村优质资源，为市场主体的开发活动提供规划引导，对乡村的可持续发展具有重要的理论价值和实践意义；构建的模型满足刚弹结合的要求，实现规划地管控与引导，提高规划的弹性和可操作性，提高“点位留白”用地的选取效率，为其他类似地区的“点位留白”选取提供参考与借鉴。 |

| Under the background of territorial space planning and rural revitalization, in view of the inconsistency between the preparation results and implementation of village planning, taking Wenchong Village in Shucheng County as an example and under the guidance of the thought of "combination of rigidity and elasticity", 30 indicators are selected from four levels of construction land suitability, resource value, market development conditions and industrial instability, and a land selection model of "Leave points blank" in village planning of tourism type is established based on the suitability evaluation, and the most suitable land plot4, land plot3 and land plot6 for "Leave points blank" in the study area are obtained. Through the construction of the index system and the analysis of the results, the high-quality rural resources can be better tapped to provide planning guidance for the development activities of market players, which is of great theoretical value and practical significance to the sustainable development of rural areas. The model built meets the requirements of the combination of rigid force and elastic force, realizes the management, control and guidance of planning land, improves the flexibility and operability of planning, improves the selection efficiency of "Leave points blank" land, and provides reference and reference for the selection of "Leave points blank" land in other similar areas. |
