| 低碳城镇化是涉及政府、企业、社会组织、公民个人等多领域、多主体跨界治理问题，各主体之间联系密切，并在互动中不断调整形塑彼此间的关系。四方主体在低碳协同治理中既是利益共同体也存在对抗关系，因立场与目的不同面临利益格局偏差、责权边界模糊和信息沟通闭塞等现实困境。本文在协同治理理论基础上，构建了“政府主导、企业主体、社会组织参与、公民个人践行”的“四位一体”低碳协同治理体系，即要完善科学合理的低碳协同顶层设计，构建权责明确的低碳协同治理框架，搭建动态高效的低碳信息共享平台，推动开拓创新的低碳协同实践行动。 |

| Low-carbon urbanization is a governance issue involving governments，enterprises，social organizations and individualcitizens，which are closely linked to each other and constantly adjust and shape their relationships in interaction. The four parties areboth communities of interest and adversarial relationships in low-carbon collaborative governance，and face the realities of biasedinterests，fuzzy boundaries of responsibility and power，and blocked information communication due to their different positions andpurposes. Based on the theory of collaborative governance，this paper constructs a "four-in-one" low-carbon collaborative governancesystem of "government-led，enterprise main body，social organizations' participation，and individual citizens' practice"，i.e.to improve the scientific and reasonable low-carbon collaborative top-level design，build a low-carbon collaborative governanceframework with clear rights and responsibilities，build a dynamic and efficient low-carbon information-sharing platform，and promotepioneering and innovative low-carbon collaborative practical actions. |
