| 为顺应当下绿色发展的时代主题，响应将 PPP 模式引入无废城市建设的政策要求，在结合大量国内外学者的研究基础上，把无废城市 PPP 项目中共担风险识别与分担作为研究对象。运用集值统计分析识别共担风险，依据讨价还价博弈理论构建共担风险最优分担模型，形成无废城市 PPP 项目建设的独特风险分担机制。通过义安区案例，将风险按照宏观、中观、微观进行分类，定量求解参与项目的政府部门和社会资本方共担风险的承担比例。研究发现，双方共担风险的实际承担比例与谈判损耗直接相关，因此双方应该在谈判过程中重视谈判成本的控制，尽可能实现公平谈判。研究结果可丰富无废城市 PPP 项目共担风险分担理论，推动无废城市建设。 |

| To respond to green development and the policy requirement of introducing the PPP mode into zero-waste city construction，the risk identification and sharing in zero-waste city PPP projects are studied based on a large number of domestic and foreign scholars’researches. Using set-value statistical analysis to identify shared risks and the bargaining game theory to construct the optimal risksharing model，a unique risk sharing mechanism for PPP projects in zero-waste city construction is formed. Through the case of Yi’anDistrict，the risks are classified into macro，meso and micro levels，and the proportion of shared risks between the governmentand social capitals is quantified. It is found that the actual proportion of risk sharing between the two parties is directly related to thenegotiation loss，so both parties should control the cost in the negotiation process and achieve fair negotiation as much as possible. Theresearch can enrich the theory of risk sharing in PPP projects of zero-waste city and promote the construction of zero-waste cities. |
