| 县城公共设施建设是国土空间规划和城市更新行动的重要载体和关键抓手。本文针对县城公共设施服务能力提升问题，打破“重新建轻挖潜”、“重使用轻维护”、“重单打轻整合”的存量公共设施更新利用传统桎梏，从现状梳理与能力评价、提升动机与模式再造、实现途径与对策保障等方面出发，提出破解县城公共设施服务能力提升困境的规划新路径，探索建立“增存并举、挖潜优先、整合更新”的公共设施资源供给新方式，推动广大县城在日趋复杂的新形势下，开创“爬坡过坎、转型跨越”的城镇化新格局，以更好地适应农民日益增加的县城就业安家需求。 |

| Public facilities in counties are an important part of territorial spatial plans and urban renewal. To improve the servicecapacity and solve the problems of “building a new rather than renovating the old”，“using without maintaining”，and “separatingrather than integrating”，this paper analyzes the current situation of public facilities in counties，their service capacity，and thenecessity of renewal，and proposes countermeasures accordingly. Several renewal modes are proposed，which pay equal attention to theincremental，stock，the integration and renewal of existing facilities. Counties are encouraged to explore a new pattern of urbanizationby meeting the needs of farmers in counties in terms of employment and housing. |
