| 近年来，城市更新项目逐渐从政府决策转变为多方主体共同决策，政府更加重视公众力量参与项目决策全过程，然而，在城市更新的实践中，公众参与大多仅停留在“象征性”参与，导致最终参与效果难以达到预期。因此，从协同治理视角研究城市更新中提升公众参与有效性的路径具有一定实际意义。综合运用文献研究法和专家访谈法，从参与主体、参与过程以及参与环境三个维度识别24个关键影响因素；进一步提出研究假设和理论模型，通过结构方程模型进行验证分析，研究结果表明：识别的24个关键影响因素均通过了验证性因子分析，因子荷载均大于0.6；参与环境对参与主体和参与过程有直接影响，参与主体、参与环境和参与过程三个指标对公众参与有效性均有显著影响。因此，为促进公众主动参与决策，可以从注重参与公众的代表性、提高公众意见影响决策的程度、加大项目信息的公开程度以及搭建多主体协同的治理平台四个方面提升公众参与的有效性。 |

| Recently, urban renewal projects have gradually changed from government decision-making to multi-subject joint decision-making, and the government attaches more importance to the participation of the public in the whole process of project decision-making. However, in the practice of urban renewal, most of the public participation only stays in the "symbolic" participation, resulting in the final participation effect is difficult to reach the expected. Therefore, it is of certain practical significance to study improving path of public participation effectiveness in urban renewal from the perspective of collaborative governance. 24 key influencing factors were identified from three dimensions respectively are participants, participation process and participation environment, by using literature research method and expert interview method. Research hypotheses and theoretical model were proposed and verified by Structural Equation Model. The results show that the 24 key influencing factors have passed the confirmatory factor analysis, and the factor loadings are all greater than 0.6. The participation environment has a direct impact on the participants and the participation process. Participants, participation environment and participation process all had significant effects on public participation effectiveness. Therefore, public participation effectiveness can be improved by paying attention to representation of participating public, increasing influencing degree of public opinion, increasing degree of project information disclosure, and building a governance platform for multi-subject cooperation. |
