| 将 PPP 模式引入老旧小区改造，其核心问题之一就是参与主体间的收益分配。利用股份占比、风险分担、项目合同履行程度、结果满意性 4 个修正因子完善传统 Shapley 值，借助 C-OWA 算子法来确定修正因子的影响比重，再结合 GRA 与 TOPSIS 修正 Shapley-SRCS 值，并以珲春市老旧小区改造项目为例，根据政企双方实际情况进行分配方案的优化分析，结果表明，政府及社会资本方修正后的收益分别为 43 332.88 万元和83 593.12 万元，社会资本方的最终收益增加幅度达 10.2％，大大提高了社会资本参与的积极性。优化后的模型进一步丰富了现有收益分配方案的理论研究，使各方的收益结果更趋客观公平，对推动城市改造 PPP 项目的发展具有重要意义。 |

| One of the core issues in introducing the PPP model into the old community renovation is the income distribution among theparticipants. The traditional Shapley value is improved with four correction factors of share ratio，risk sharing，contract performanceand result satisfaction，whose influence proportion is determined by C-OWA operator method，and the Shapley-SRCS value isoptimized by combining GRA and TOPSIS. Taking the old community renovation project in Hunchun as an example，an incomedistribution scheme is designed based on reality，and the result shows that with the optimization，the government and social capital’sincome reaches 433.3288 million and 835.9312 million yuan，respectively，and the increase of the social capital is 10.2%，whichcan greatly improve the participation of the social capital. The optimized model enriches the theoretical research of the existing incomedistribution scheme，and makes the results fairer for all participants，which contributes to the development of urban renovation PPPprojects. |
