| 通过对合肥市五所省属高校中的五类人员问卷调查和对高校社保经办人员的访谈，研究发现高校社会保险出现了对养老保险改革反应不一、医疗保险个人缴费基数口径不规范、生育保险待遇不一、工伤保险参保不完全、失业保险略显缺失等诸多问题。文章对高校社会保险中出现的现象进行了阐述，并对原因进行了分析，高校教职工思维固化、社保工作人员政策掌握不充分、高校社保宣传不深入是社保工作推进过程中遇到问题的主要原因。最后，提出相关建议，社保管理部门应加快制度设计和完善，高校应加强政策宣传贯彻并解决职工实际问题，高校应提高对社保工作的重视程度，高校教职工应多关注自身权益的实现和保护。 |

| Through the questionnaire survey of five categories of staf and the interview with social security agents in five colleges in Hefei, The study found that the social insurance of colleges has encountered many problems, such as different responses to the old-age insurance reform, base of individual payment for medical insurance does not conform to the correct specifications， different maternity insurance benefits, incomplete participation in work-related injury insurance, slight lack of unemployment insurance and so on. This paper expounds the problems in social security and analyzes the reasons. The main reasons for the problems are the solidified thinking of college faculty, the insufficient grasp of social security staff policies and the lack of in-depth publicity of social security in Colleges. Finally, it puts forward relevant suggestions. The social security management department should speed up the system design and improvement, colleges should strengthen the publicity and implementation of policies and solve the actual problems of employees. Colleges should pay more attention to the social security work, and college faculty should pay more attention to the realization and protection of their own rights and interests. |
