| 从“改房子”到“改生活”，把PPP模式引入老旧小区改造中，其核心问题之一就是参与主体间的收益分配。利用股份占比、风险分担、合同履行度、结果满意性这4个修正因素完善传统Shapley值，借助C-OWA算子法来确定修正因子的影响比重，再结合GRA与TOPSIS修正Shapley-SRCS值，并以珲春市老旧小区改造项目为例，根据政企双方实际情况进行分配方案的优化分析，结果表明，经修正后政府和社会资本方收益分别为43332.88万元和83593.12万元，社会资本方最终收益增加幅度达10.2％，大大提高了社会资本参与的积极性。优化后的模型进一步丰富了现有收益分配方案的理论研究，使各方的收益结果更趋客观公平，对推动城市改造PPP项目的发展具有重要意义。 |

| From "changing houses" to "changing lives", one of the core problems of introducing the PPP model into the reconstruction of old residential areas is the income distribution among the participants. The traditional Shapley value is improved by using the four correction factors of share ratio, risk sharing, contract performance and result satisfaction, and the influence proportion of the correction factor is determined by C-OWA operator method, and then the Shapley-SRCS value is modified by combining GRA and TOPSIS. Taking the reconstruction project of the old community in Huichun as an example, according to the actual situation of the government and the enterprise, the optimization analysis of the distribution scheme shows that after the amendment, the government and social capital's income is 433.3288 million yuan and 835.9312 million yuan respectively, and the final increase of the social capital is 10.2%, which greatly improves the enthusiasm of the participation of social capital. The optimized model further enriches the theoretical research of the existing income distribution scheme and makes the income results of all parties more objective and fair, which is of great significance to promote the development of urban reconstruction PPP projects. |
