| “十四五规划”提出要全面实施乡村振兴战略，进行乡村振兴评价体系构建有利于对乡村振兴战略实施的效果进行评估。在乡村振兴相关文献研究基础上，选取了5个一级指标和17个二级指标构建了乡村振兴评价指标体系。运用Topsis加灰色关联法，对我国的2014-2018年的乡村振兴总体发展水平进行了实证研究，同时计算和分析了各个子系统的灰色关联相对贴近度和年动态趋势。数据表明，2014-2018年五年间我国乡村振兴水平总体呈现增长趋势。各个子系统和总体水平趋势不完全一致，加大对乡村人才流失等现象的政策扶持力度和关注等有利于乡村振兴水平的提高。 |

| The 14th Five-Year Plan put forward that it is necessary to carry out the strategy of rural revitalization in an all-round way, and the construction of the evaluation system of rural revitalization is conducive to evaluating the effect of the implementation of the strategy of rural revitalization. On the basis of the literature research on rural revitalization, this paper selected 5 primary indexes and 17 secondary indexes to construct the evaluation index system of rural revitalization. By using the Topsis and grey correlation method, this paper made an empirical study on the overall development level of rural revitalization in China from 2014 to 2018, and also calculated and analyzed the relative closeness and annual dynamic trend of each subsystem. The data showed that the level of rural revitalization in China demanstrated an overall growth trend in the five years from 2014 to 2018. The trend of each subsystem and the overall level was not completely the same , and increasing the policy support and attention to the phenomenon of rural brain drain is helpful to the improvement of the level of rural revitalization. |
