| 作为落实新发展理念的重要载体和构建新发展格局的重要支点，广大县城是新型城镇化建设的重要阵地，其公共设施及服务能力提升成为国家“扩大有效投资，重点支持‘两新一重’”建设的关键抓手。本文针对县城公共服务能力提升所面临的系统性不足、碎片化分割、盲目性投入等问题，打破“重新建轻挖潜”“重使用轻维护”“重单打轻整合”的存量公共设施更新利用传统桎梏，从现状梳理与能力评价、提升动机与 模式再造、实现途径与对策保障等方面出发，提出破解县城公共服务能力提升困境的规划新路径，探索建立“增存并举、挖潜优先、整合更新”的公共设施资源供给新方式，推动广大县城在日趋复杂的新形势下，开创“爬坡过坎、转型跨越”的城镇化新格局，以更好地适应农民日益增加的到县城就业安家需求。 |

| As an important carrier to implement the new development concept and an important fulcrum to construct a new development vision. The county seats are regarded as an important front for new-type urbanization construction. The improvement of its public facilities and service capacity has become a key point for the country to "expand effective investment and focus on supporting the ‘new infrastructure, new urbanization initiatives and major projects’ construction. This paper aims at the problems of systematic deficiency, fragmentation, blind input and so on in the improvement of the county public service capacity, and breaks the traditional shackles of renewing and utilizing the existing public facilities of "emphasis on new construction, despise tapping potential", "emphasis on use, despise maintenance," and "emphasize singles and despise integration". It starts from the aspects of status combing and capacity evaluation, promotion motivation and model reconstruction, realization methods and countermeasure guarantee, and proposes a new planning path to solve the dilemma of improving the public service capacity of the county, and explores the establishment of a new way of supplying public facilities resources with "increasing and existing simultaneously, tapping potential priority, integrating and renewing". Its purpose is to promote the new urbanization pattern of "climbing the slope and crossing the barrier, transforming and spanning" in the increasingly complex new situation of the county, so as to better adapt to the increasing demand of farmers for employment and settling down in the county. |
