| 伴随着国家“一带一路”战略的实施，PPP模式作为一种新的融资方式很好地解决了轨道交通建设过程中的地方政府债务问题。基于PPP的公益性、收益性，民间资本追求利益最大化等特点，如何进行合理的利益分配研究是PPP的核心问题。本文基于利益相关者理论、合作博弈模型和Shapely值法确定轨道交通项目的初步利益分配方案，然后在对Shapely值进行修正后通过模糊综合评价确定影响因素的权重，最后通过实际案例验证了模型的正确性，对民间资本参与PPP基础设施建设具有示范意义。 |

| Along with the implementation of the national “One Belt, One Road” strategy, the PPP model as a new financing method has solved the local government debt problem in the process of rail transit construction. Based on the characteristics of public welfare and profitability of PPP and the pursuit of maximum profit by private capital, how to carry out reasonable interest distribution research is the core issue of PPP. Based on the stakeholder theory, cooperative game model and Shapely value method, this paper determines the initial benefit distribution plan of the rail transit project, and then determines the weight of the influencing factors through fuzzy comprehensive evaluation after correcting the Shapely value.Finally, the correctness of the model is verified by an actual case,It is of demonstrative significance for private capital to participate in PPP infrastructure construction. |
