| 棚户区改造既是实施以人为本的新型城镇化建设的重要抓手，又是推进供给侧结构性改革的创新之举。在回顾安庆市棚户区改造历程和现状调查的基础上，深入解析了该市棚户区改造中实施的房票安置模式的产生机理、运作机制、实施成效，提出了把控商品房供应节奏、拓宽房票安置适用面、优化房源供给结构、营造有序安置氛围、引入客观评价机制、推动安置市场化改革等若干政策路径及建议，为其他地区开展棚户区改造、消化商品住房库存及支持居民不同层次的住房需求、促进房地产市场平稳健康发展提供政策借鉴和实践参考。 |

| The reconstruction of shanty area is a key fulcrum of new-type urbanization which means to promote the people- oriented as the goal. It is an innovation practice to promote supply-side structural reform.On the basis of the survey of the present shanty area reconstruction situation in Anqing and its development course ,this paper delves into the mechanism of house ticket settlement’s emergence,operation and implementation effect.Some policy route and suggestions are put forward, such as controlling the supply rhythm of the commodity houses, widening the range of settlement housing, optimizing the structure of settlement housing supply, creating the atmosphere for orderly resettlement, introducing the objective evaluation mechanism and promoting the reform of the resettlement market. Relevant policies and suggestions are given for reference for other areas to carry out shantytown reconstruction , run down commodity housing stock, meet different consumer demand and promote the steady and healthy development of the real estate market. |
