| 对 PPP 项目实施绩效评价，能够及时有效的改善 PPP 项目的规划与实施工作，提升投资效益，一套完整的指标体系对绩效评价工作至关重要。通过以 PPP 项目建设各阶段为主线，以所有项目参与方为对象，指标来源于各阶段工作关键控制点。运用问卷调查法进行各阶段指标的初选，在此基础上结合隶属度分析法进行二次筛选，确定绩效评价指标体系，为 PPP 项目绩效评价提供借鉴。 |

| Performance evaluation of PPP projects can improve the planning and implementation of PPP projects timely and effectively, and improve the efficiency of investment . A complete indicator system is crucial for performance evaluation.With each stage of PPP projects as the main line，all the stakeholders as object，index source comes from the critical control points of each phase. By two steps of questionnaire method and membership degree method，indexes of each stage are selected and screen out. According to those evaluation indexes，the paper designed the evaluation index system, in hope of providing a reference path for PPP projects performance improvement. |
