      生态保护红线的划定对维护国家生态安全、维持区域生态安全格局具有非常重要的意义。本文基于 “多规合一”视角,以寿县为例,通过整合“多规”基础数据、技术要求和管控措施,构建以 ArcGIS 技术为平台的生态敏感性评价体系;在评价的基础上,通过整合“多规”管控措施对生态保护红线边界进行优化和修正,形成各部门统一共识的生态保护红线边界线,达成空间管控的一致性,为县级城市全域范围内的生态保护红线划定提供技术借鉴。
英文摘要:
      The delineation of the red line of ecological protection is of great significance to the maintenance of national ecological security and the maintenance of regional ecological security pattern. Based on the perspective of“Replace Multiple Plans With One Master Plan”,this paper takes shouxian as an example and integrates the basic data,technical requirements and control measures of “Multiple Plans”,Construct the ecological sensitivity evaluation system based on ArcGIS technology;On the basis of evaluation,the boundary of the red line of ecological protection is optimized and amended by integrating the “Multiple Plans”control measures,Form the boundary line of the red line of ecological protection agreed by all departments and achieve the consistency of space control,It provides a technical reference for the demarcation of ecological protection red line in county-level cities.
