| 以安徽省、江浙沪的城市建设面板数据和“十三五”规划为基础，采用定量分析的方法，探讨安徽城市建设与江浙沪之间的差距与不足。研究结果表明：(1)安徽省劳动力由农村向城市转移、生产要素从农村向城市集聚依然是工作的重点，未来十五年都将处于城镇化发展加速期。(2)人口城市化和土地城市化并重、加强城市基础设施建设是安徽省当前的城镇化发展的两个特点。(3)安徽省智慧城市试点数与浙江省相当，但安徽省试点城市绝大部分集中在市一级，县区及镇级试点城市比例较低，侧面反映出安徽省工作重点依然在城市，处于城市优先发展阶段，市、镇差距还将进一步拉大；同时，与浙江省相比，安徽省建设海绵城市的重视度不够。(4)十三五安徽城市建设目标与江浙无显著差异，但最大短板管网密度没有提及。(5)在提升绿色生态建设空间方面，应借鉴浙江城市绿化模式，建设“万里绿道网”。 |

| Based on the panel data of Anhui，Zhejiang and Shanghai，and the "13th Five-Year" plan，the gap and deficiency between Anhui city construction and Zhejiang Shanghai are discussed by quantitative analysis. The results show that：(1) The transfer of labor force from rural to cities in Anhui Province，and the concentration of production factors from rural to city is still the focus of work，and in the next fifteen years，it will be in the accelerating period of urbanization. (2) The equal importance of population urbanization and land urbanization，and strengthening the construction of urban infrastructure are the two characteristics of the current urbanization development in Anhui. (3) the number of intelligent cities in Anhui province is equivalent to Zhejiang Province，but most of the pilot cities in Anhui are concentrated in the city level，the proportion of the pilot cities in the county and the town level is low. This side reflects that the focus of the Anhui province is still in the city，and Anhui province is in the urban priority development stage，the city and town gap will be further widened；meanwhile，compared with Jiang Province，Anhui has not paid enough attention to the construction of the sponge city . (4) in 13th Five-Year，there was no significant difference between Anhui's urban construction targets and Jiangsu and Zhejiang provinces，but the maximum short board network density was not mentioned. (5) in promoting green ecological construction space，we should learn from Zhejiang's urban greening mode and build "Wan Li green road network". |
