| 科技人才是创新驱动发展的重要力量，因而科技人才的创业环境建设和优化是双创工作的重心之一。然而先前对于科技人才的大量研究停留在研发层面，而忽略了科技人才的创业效益会有助于科技成果的产业化和市场化，是推动大众创业，万众创新的重要途径。本文通过定性和定量结合的研究方法，探索出科技人才创业环境所必备的影响因子，并通过政策文本分析等研究方法总结出科技人才创业的有效途径和突破口。本研究对于进一步研究科技人才发展战略，特别是欠发达地区的人才驱动发展战略提供了重要的理论价值和实践意义。 |

| High-tech talents are considered as important innovation-driven force to the development, therefore, the construction and improvement of the entrepreneurial environment is one of the keys of mass entrepreneurship and innovation. However, the traditional idea of high-tech talents is still staying on the level of research and development (R&D). However, the entrepreneurial intention of high-tech talents benefit a lot for the industrialization and commercialization of scientific and technological achievements, which is a vital approach to promote public entrepreneurship and innovation. Through a combination of qualitative and quantitative research methods, the current research explores the mattering factors accounting for the entrepreneurship intentions. Furthermore our survey concludes the effective access to enhance entrepreneurship through policy-text analysis. Moreover, this research conducts a theoretical and practical contributions for consolidation of talent policy and development strategy. |
