      高校有组织科研是激活科研创新活力、提高科研创新绩效的有力保障。基于一般系统分析方法,从高校科技创新内外子系统间的关系、高校内部科技创新系统要素间互动出发,发现保持地方高校科研成果持续产出的根本是系统间和要素间的协同合作;提高高校科技创新社会价值的根本路径是保持创新系统的开放性;高校高水平科研成果的涌现需要建立有效的激励机制和良好的创新文化。促进地方高校科研水平的整体提升,必须发挥有组织科研的组织协同作用,协同各个要素生成有序结构,汇聚成创新合力。同时,这种科研的“有组织”还必须遵循和服从系统“自组织”演化规律。
英文摘要:
      Organized scientific research in universities is a powerful guarantee for activating research and innovation vitality and improving research and innovation performance. Based on general system analysis methods, starting from the relationship between internal and external subsystems of scientific and technological innovation in universities, and the interaction between internal elements of scientific and technological innovation systems in universities, it is found that the fundamental way to maintain the sustained output of scientific research results in local universities is the collaborative cooperation between systems and elements; The fundamental path to enhancing the social value of scientific and technological innovation in universities is to maintain the openness of the innovation system; The emergence of high-level scientific research achievements in universities requires the establishment of effective incentive mechanisms and a good culture of innovation. To promote the overall improvement of the scientific research level of local universities, it is necessary to leverage the organizational synergy of organized scientific research, collaborate various elements to generate an orderly structure, and gather into an innovative force. At the same time, the "organized" nature of this scientific research must also follow and comply with the laws of the "self-organizing" evolution of the system.
