| 以近年来合肥市知识产权与科技创新政策文本为研究样本，揭示知识产权政策赋能科技创新的重要作用与内在逻辑，以期为知识产权政策制定、优化、应用提供现实依据和创新思路。以“体系-工具-目标”的政策分析框架，从时间、层级、属性、行业、工具、目标等维度，对合肥市30份知识产权与科技创新政策文本进行分析。相关政策的顶层设计、体系完善、关键核心技术、转化机制等方面存在不足，需要进一步重视建设支持基础研究和技术创新相融通的制度体系、强化攻关“卡脖子”技术能力、构建多维度服务科技成果产业化的政策保障体系、加强国际交流合作政策建设。 |

| Using the recent intellectual property（IP）and technological innovation（TI） policy texts in Hefei as research samples, this study aims to reveal the important role and inherent logic of intellectual property policies in empowering technological innovation, in order to provide practical basis and innovative ideas for the formulation, optimization, and application of intellectual property policies. Using the policy analysis framework of "system-tool-goal," this study analyzes 30 policy texts on IP and TI in Hefei city from the perspectives of time, level, attribute, industry, tool, and goal. There are shortcomings in the top-level design, system improvement, key core technology, and transformation mechanism of related policies. More attention should be paid to building a support system for integrating basic research and technological innovation, enhancing the ability to tackle "chokepoint" technologies, building a multi-dimensional policy support system for industrializing science and technology achievements, and strengthening international exchange and cooperation policies. |
