| 安徽省城市更新制度存在地方性法规及地方政府规章缺位、行政规范性文件覆盖面窄等现实问题亟待解决。通过追溯安徽省城市更新进程，探究地方立法现状，结合其他省市城市更新的立法经验，采用规范分析、实证案例调研等研究方法，将“法规体系——管理体系——计划体系——运作体系”融解重构为“法规体系——技术（计划）体系——政策体系”三层网络。其中，法规体系应形成地方性法规+地方政府规章的复合框架，技术（计划）体系分为宏观、中观、微观三个层次，政策体系由省级、市级行政规范性文件＋部门规范有机组合，形成全方位、立体化的安徽省城市更新立法体系，助力安徽省城市更新行动高质量发展。 |

| There are urgent problems to be solved in the urban renewal system of Anhui Province, such as the lack of local regulations and local government rules, and the narrow coverage of administrative normative documents. By tracing the process of urban renewal in Anhui Province, exploring the current situation of local legislation, and combining the legislative experience of urban renewal in other provinces and cities, using research methods such as normative analysis and empirical case studies, the "regulatory system management system planning system operation system" is integrated and reconstructed into a three-layer network of "regulatory system technical (planning) system policy system". Among them, the regulatory system should form a composite framework of local regulations and local government rules. The technical (planning) system is divided into three levels: macro, meso, and micro. The policy system is an organic combination of provincial and municipal administrative normative documents and departmental norms, forming a comprehensive and integrated legislative system for urban renewal in Anhui Province, and assisting in the high-quality development of urban renewal actions in Anhui Province. |
