| 为顺应当下绿色发展的时代主题，响应将PPP模式引入无废城市建设的政策要求，在结合大量国内外学者的研究基础上，把无废城市PPP项目中共担风险识别与分担作为研究对象，旨在丰富无废城市PPP项目共担风险分担理论，推动无废城市建设。运用集值统计分析识别共担风险，依据讨价还价博弈理论构建共担风险最优分担模型，形成无废城市PPP项目建设的独特风险分担机制。通过义安区案例，将风险按照宏观、中观、微观进行分类，定量求解参与项目的政府部门和社会资本方共担风险的承担比例。最终双方的共担风险的实际承担比例与谈判损耗直接相关，因此双方应该在谈判过程中重视谈判成本的控制，尽可能实现公平谈判。 |

| In order to comply with the current theme of green development, and in response to the policy requirements of introducing PPP model into the construction of no-waste cities.By combining a large number of domestic and foreign scholars' research,?this work takes the identification and sharing of no-waste cities PPP project as the research object. It aims to enrich the risk sharing theory of waste-free PPP projects, promote the construction of no-waste cities.Using the set-valued statistical analysis to identify risk, based on the bargaining game theory to construct the optimal allocation model of Shared sacrifice, Forming a unique risk sharing mechanism for the construction of no-waste cities PPP projects.Through the case in Yi’an, risks are classified according to macro, medium and micro,quantitatively solve the proportion of risks shared by government departments and social capital parties participating in the project.The actual proportion of risk shared by both parties is directly related to negotiation loss.Therefore, both sides should pay attention to the control of negotiation cost in the negotiation process to negotiate as fairly as possible. |
