| 棚户区改造是一项重大的民生工程，一直以来资金问题都是制约棚户区改造的一大瓶颈，为此国家积极倡导棚户区改造PPP模式，鉴于棚户区改造项目的特殊性及 PPP模式运作程序的复杂性，棚户区改造PPP模式风险管理的难度较大。运用层次分析法（AHP）构建风险层次结构模型，对棚户区改造 PPP模式融资风险进行定性与定量分析，进而判断出影响项目的关键风险因素。结论对于棚户区改造 PPP模式风险管理具有借鉴和指导意义。 |

| Shantytown renovation is a major livelihood projects, but the issue of capital has been a major bottleneckrestricting the shantytowns, so the state actively promotes the renovation of the PPP model of shantytowns. In viewof the special nature of the shantytowns and the complexity of the operation process of the PPP model, the PPPmodel of the risk management of shantytowns has a lot of difficulties. Using the analytic hierarchy process (AHP) toconstruct the risk level structure model and qualitative and quantitative analysis on the risk of PPP mode financingin the shantytowns ,then identify the key risk factors that affect the project. The conclusion is of reference andguiding significance for the PPP model risk management. |
